Recently, the General Office of the State Administration for Market Regulation issued the "Key Points for National Metrology Work in 2025" (hereinafter referred to as the "Key Points"), which clarified the overall ideas, target tasks, and specific measures for metrology work in 2025. The release of this document marks a new stage of development for China's metrology work, providing stronger metrological support for promoting high-quality economic development.

Measurement, as an important technological foundation for national economic and social development, runs through various industries. The "Key Points" propose to explore the establishment of a testing and evaluation system for measuring instruments and equipment. Continue to do a good job in the instrumentation related work of the quality strong chain project, conduct comprehensive metrological testing and evaluation around instrument performance parameters, measurement indicators, stability, reliability, etc., and promote the improvement of instrument quality and domestic substitution. Reform and upgrade the National Metrology Instrument Type Evaluation Laboratory to the National Metrology Instrument Equipment Testing and Evaluation Laboratory.

The "Key Points" propose to adhere to the "four orientations", carry out the "nine major actions", and gradually consolidate the measurement foundation for high-quality development.

The "Key Points" emphasize the need to actively carry out innovative research and development actions on key technologies in metrology and testing. Continuously carry out research on fundamental metrology theories, technologies, and instrument equipment in the fields of quantization, chipization, and digitization. Establish more than 10 national metrological standards for key areas such as precision manufacturing, healthcare, aerospace, and meet the needs of people's livelihoods. Promote the domestic substitution of key components for national metrological standards. Create a new batch of original measurement standards and reference materials. Continuously promote the upgrading and replacement of national social public measurement standards. Organize a batch of national metrology comparisons and conduct environmental monitoring metrology comparisons in the Yangtze River Economic Belt.

Launch a campaign to tackle the digital transformation of metrology. Strengthen the research and development of digital analog measurement and new sensing technologies for miniaturization and intelligence. Conduct research on artificial intelligence measurement and testing system and capacity building. Cultivate and establish a batch of national metrology data construction and application centers in emerging industries and key fields, promote the integration and sharing of metrology data, intelligent collection and mining applications. Establish a National Standard Reference Data Measurement Technical Committee, conduct research on the "Standard Reference Data Management Measures" and relevant technical rules for standard reference data verification and evaluation, establish a batch of national standard reference databases, and accelerate the construction of an independent and controllable national standard reference data system.

Carry out the action of upgrading metrological technical specifications. Accelerate the development of a batch of metrological technical specifications in key fields such as integrated circuits, semiconductor materials, and artificial intelligence. Based on the national conditions, actively adopt international metrological standards and do a good job in the international integration of China's metrological technical standards.
