Accelerate the construction of pilot platforms for manufacturing in the fields of instrumentation and other industries!
The manufacturing pilot platform is a legal entity voluntarily constructed and independently combined by enterprises, professional institutions, universities, and research institutes under the guidance of market mechanisms, providing pilot services for the transformation of new products in the trial production stage into the production process. It is an organic component of the manufacturing innovation system and an important support for the modern industrial system.
The main function of building a manufacturing pilot platform is to meet the innovative development needs of the manufacturing industry, gather various industrial resources, promote the transformation and application of scientific and technological achievements, provide specialized services and systematic solutions such as technology research and development transformation, performance process improvement, process amplification and maturation, product type testing, product performance testing, small-scale trial production, instrument and equipment sharing, and equipment application verification, and play a strategic support and leading role in industrial scientific and technological innovation.
In order to accelerate the layout and construction of a batch of pilot certification platforms (hereinafter referred to as pilot platforms) urgently needed for the high-quality development of the manufacturing industry, and to improve the level of scientific and technological achievement transformation and industrialization, the General Office of the Ministry of Industry and Information Technology recently issued the "Notice on Accelerating the Layout and Construction of Manufacturing Pilot Platforms" (hereinafter referred to as the "Notice").

The Notice focuses on the five key industries of raw material industry, equipment manufacturing, consumer goods industry, information technology, and emerging and future industries. Local industrial and information technology authorities guide eligible construction entities to promote the construction of pilot platforms through government investment in public services, transformation of achievements in universities and institutions, joint construction by multiple entities, enterprise operation market services, moderate openness in enterprise construction, and independent construction by leading enterprises, adapting measures to local conditions and implementing "one class, one policy". We plan to cultivate and construct a number of provincial and ministerial level manufacturing pilot platforms in areas with conditions by 2027.
The Ministry of Industry and Information Technology, in accordance with the guidelines for the construction of pilot platforms in the manufacturing industry, has improved the evaluation system for pilot platforms, selected key pilot platforms, and organized industry experts, relevant industry associations, etc. to conduct operational performance evaluations or on-site inspections. The focus is on evaluating the target positioning, basic capabilities, technological advantages, service effectiveness, and operational mechanisms of the pilot platforms, examining the construction foundation, site, equipment, facilities, and related supporting conditions of the platforms, as well as the technical, service, and operational teams. Promote construction through evaluation and guide qualified pilot platforms to upgrade to pilot platforms with international advanced levels.
This pilot platform will focus on key areas such as petrochemicals and advanced materials, with a focus on key common technologies for breakthroughs in short board materials and innovation in cutting-edge materials, with the goal of supporting the transformation of scientific and technological achievements into industrialization capabilities; Promote the construction of innovative infrastructure such as complete equipment, core systems, and key component product testing and verification lines; Promote significant breakthroughs in fields such as instrumentation, medical equipment, environmental protection equipment, and new solid waste treatment equipment; In the fields of medicine and other industries, enhance the public service efficiency of pilot platforms for leading enterprises and lower the threshold for start-up enterprises; Improve the validation level of equipment such as manufacturing equipment, communication equipment, measuring instruments, and pilot software in the pilot line.
According to the construction mode, the "Notice" guides eligible construction entities to adopt corresponding construction modes, development strategies, and measures based on the development foundation and local conditions, and promote the construction of pilot platforms in a "one class, one policy" manner. This includes six models: government investment in public services, transformation of achievements in universities and institutions, joint construction by multiple entities, enterprise operation of market services, moderate openness in enterprise construction, and independent construction by leading enterprises.
The notice also encourages diversified capital investment. Support the construction entities to form a closely coordinated cooperation mechanism through joint investment, collaborative research and development, technology investment, scenario co construction, or talent joint training. Widely absorb local fiscal funds, social capital, and financial capital to participate in construction investment, encourage the adoption of government procurement of services, construction before subsidy, and reward for subsidy, actively explore more scientific and effective support mechanisms that adapt to different entities.
At the same time, we will promote the development of scientific and reasonable experimental plans and procedures for the pilot platform, develop industry technical standards, strengthen the core functions of cutting-edge technology research and development, and innovative product trial production. Breakthrough key pilot technologies such as reliability design, simulation analysis, and digital twin, as well as basic common technologies such as metrology, testing, analysis, and evaluation, to promote the engineering scaling up and system integration of key process technologies and specialized equipment.
